Performance 2012

Introduction
The High Performance Programme and the Athlete Carding Programme represent the highest level of achievement in our sport.  The athletes are the stars of our sport and critical to the success of our National Teams at global championships.  The High Performance Department has a responsibility to our carded athletes and coaches in providing the support that they require to perform at their very best.

As a member of the Athlete Carding Programme it is important for athletes and coaches to clearly understand the performance goals, strategy and philosophy.

Performance Goals
For 2012, we are committed to two performance goals:
Primary Goal: 2 medals - 4 top 16 performances
Secondary Goal: 5+ developing athletes (aged 16-22 years in 2009) reaching the qualifying standard in London 2012.

High Performance Investment Strategy
Our High Performance Strategy is based on two broad approaches:  

1. We know who our key athletes are through to 2012 and we have created a programme of support for each of these athletes to lead them to success in 2012.  We also have created a pathway which those who rise to prominence over the next four years who can move through the Performance, Performance+, Elite, and Podium squads.

2. While 2012 is our primary focus.  Equally so, we are committed to creating a performance programme that establishes a long-term talent identification and development framework.  This is critical if we are to enjoy any type of sustained success into 2016 and beyond.  This framework requires as much, if not more support as our 2012 athletes do.  While 2012 remains vital for us, we are seeking endorsement and investment in a longer-term vision for our sport.

High Performance Philosophy
Our High Performance philosophy is directed in the belief that if we can have world class athletes, coaches, facilities and support staff working closely together in pursuit of a common goal we can make a difference in our sport and the success achieved at World Championship events, Olympic and Commonwealth Games. 

The High Performance Department has a responsibility to provide athletes and coaches with opportunities, resources, and information required to meet with their potential talent.  Athletes and coaches have a responsibility to commit to performance goals of the High Performance Programme and the pursuit of excellence.  Additionally, coaches have a responsibility to act in the best interests of their athletes. As a High Performance Programme we must embrace the need to always keep learning and recognise that by training and learning collectively we will all perform better as individuals.

Carding Induction

As a Newly Carded Athlete
1. Once your carding application has been evaluated and approved by the High Performance Department (HP), you will receive an email confirming your acceptance into the Athlete Carding Programme.  The HP email will ask you to fill out and submit the SPARC nomination and consent form and return it to the High Performance Department.  Your nomination and consent form will be processed by SPARC and you will be added to the carding list.  You will not be able to use any Academy of Sport Services or receive any HP funding until you have been added to the SPARC carding list.

2. You will receive two emails from HP with details and instructions on how to login, update your profile, and use the High Performance website (http://performance.athletics.org.nz).

3. You will receive an email from the New Zealand Academy of Sport with contact details of your academy Performance Planner and regional academy Athlete Life Advisor who can help to develop and assist in your planning.

4. You will receive an email from our HP Performance Service Coordinator regarding the range of performance services, service credit available, injury reporting protocols, and as well information on how to access those performance services.

5. You will receive an email from HP outlining the process and timelines of constructing your Individual Performance Plan (IPP).  To confirm your carding status and funding support athletes and coaches will be required to meet with an HP Manager and academy Performance Planner to review your performance plans.  Once an athlete has received HP funding those funds related to the performance plan can be claimed back by using the reimbursement form.

High Performance Funding
The Athlete Carding Programme is designed to support athletes who have either demonstrated their ability to finish in the top 16 at the senior IAAF World Championships in Athletics and/or Olympic Games, or who have been identified as tracking towards a finish in the top 16 at a future senior IAAF World Championships in Athletics and/or Olympic Games.

Carded athletes who have demonstrated their ability to finish in the top 16 and who are on track towards reaching the Athletics New Zealand’s performance goals can access two types of funding support:

1. Performance Award - this is the yearly core investment
Gold Podium (Level 1) Contracted
Silver Elite (Level 2) up to $6000
Bronze Performance+ (Level 3) up to $4000
Emerging 2016 Performance (Level 4) up to $2000

2. Championship/Discretionary Award - this is a supplementary investment
The Championship/Discretionary Award (CDA) will provide flexibility to compliment individual coaches and athletes needs above and beyond the core Performance Award. The CDA allows extra funds to be made available where it will make a significant performance impact. The CDA allocation will be determined by but not limited to:
- An athlete's carding level
- The needs identified from the athlete's IPP
- Tracking towards top 16 finish for the 2011 World Championships and 2012 Olympic Games in athletics
- HP priority of event area (in order: Throws/Distance - Combined - Relay/Jumps - Sprints)

Q. What can HP funds be used for? Your HP funds can be used for items which have a direct impact on your performance including but not limited to:
- Travel and accommodation for the athlete and coach to competitions
- Competition entry fees
- Equipment for training/competition (e.g. shot puts, javelins)

- 2XU compression gear purchased through NZAS

* Your HP funding does not cover any other clothing (other than the 2XU compression gear mentioned above)

Q. What can HP funds not be used for? Your HP funding cannot be used on anything which does not have a direct impact on your performance including but not limited to:
- Athlete representatives or managers
- Music players or laptop computers
- Funding support for family members (ie. travel, accommodations, food)
- Medical treatments that can be covered under service credits

- Athletes/Coaches can check their High Performance funding balance, Performance Service credit balance, PEGs grant and Prime Minister's Scholarship funding allocation (if applicable) through the High Performance website.

Procedures for Reimbursement of HP Funds
Athletes and Coaches are required to fill out separate reimbursement forms.  To get reimbursed for costs relating to your High Performance funding you need to fill out the HP Reimbursement form.

Performance Services

Performance Services for athletes through the Academy of Sport, designated providers and professionals in the areas of biomechanics, nutrition, and sports medicine has a significant impact on the success of our High Performance Programme and performance goals.

Performance Service Credit
An athlete’s Performance Service credit is used to cover the services which are provided through the New Zealand Academy of Sport.  Carded athletes are eligible for the following funding support:

Performance Services Award - this is the yearly core investment
Gold Podium (Level 1) IPP based
Silver Elite (Level 2) IPP based up to $6000
Bronze Performance+ (Level 3) IPP based up to $4000
Emerging 2016 Performance (Level 4) IPP based up to $2000

- Support above and beyond what is allocated to each athlete will require pre-approval from the Performance Service Coordinator ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it. ) and will be based on the priority status of the athlete “demonstrated as a need” within the athlete's IPP.

- The following services are compulsory for all carded athletes and will be factored into your IPP:

  • Annual medical screen (make an appointment with an NZAS accredited medical provider).
  • Annual musculoskeletal screen - muscle balance (make an appointment with an NZAS accredited physiotherapy provider).

- Note: You can access these compulsory services as soon as you are carded.  However, you must have your performance services plan completed before you can access any other services.
